How to create a “2D” Perspective view in Revit.

Open or Duplicate a 3D Parallel View and rename.

Make sure the Crop Region is turned on.

Right click on the View Cube / Orient to View / select required view

Keep the Crop Region on. (Hide the Section Box if needed.)

Right click on the view Cube and select “Toggle to Perspective-3D View”
